Threat Level Information

The US Government certifies different protective equipment such as the Outer Tactical Vest, the Small Arms Protective Insert (SAPI), and the Advanced Combat Helmet (ACH) based on the speed and mass of a bullet, fragment, or projectile that they are designed to stop.

Threat Level IIA: Protects against a projectile or fragment with similar ballistic qualities as a 9mm round weighing 124 grains and traveling around 1,100 ft/s and a .357 Magnum round weighing 158 grains and impacting the protective devise at around 1,250 ft/s.

Threat Level II: Protects against a projectile or fragment with similar ballistic qualities as a 9mm round weighing 124 grains and traveling around 1,175 ft/s and a .357 Magnum round weighing 158 grains and with a velocity of around 1,400 ft/s. The original Kevlar helmet that the Army began issuing in the early 1980s provides a similar level of protection. The type and size of rounds in Threat Level II A and II have remained the same but the speed at which they move has increased. The original US Kevlar helmet has this rating.

Threat Level IIIA:  Protects against a projectile or fragment with similar ballistic qualities as a 9mm round weighing 124 grains and traveling around 1,400 ft/s and a .44 Magnum round weighing 240 grains and with a velocity of around 1,400 ft/s. The Outer Tactical Vest of the IBA and the Advanced Combat Helmet fall in this range of protection. After this Threat Level, current body armor technology requires the use of hard material such as metal or ceramics. The current issue Advanced Combat Helmet and the Modular Integrated Communications Helmet (MICH) provide a similar level of protection.
